Energy Efficiency Rebate Program

The Brownsville Public Utilities Board (BPUB) is providing rebates to purchase and install energy-efficient central air conditioners, heat pumps, and window and wall-mounted air conditioning units. By installing an energy-efficient or ENERGY STAR® rated Heating, Ventilation and Air Conditioning (HVAC) unit that qualifies in the program, BPUB can offer our customers a rebate of up to $1,200. Rebates can be for replacing existing older units or for new construction.

What is the Rebate Program?

The rebate program is only designed for BPUB Electric Residential customers. The rebate amount will be based on the SEER rating (Seasonal Energy Efficiency Ratio) of 15/ SEER2 14.3 or greater for central air conditioning and heat pump systems. The rebate amount for window and wall-mounted units will be based on the overall size and cooling capacity.

BPUB Rebate Eligibility:

  1. Applications are subject to verification. The rebate will not be paid if the verification cannot be completed.
  2. The installation address must match the address on the active BPUB electric services account.
  3. The applications and supporting documents must be completed and submitted within 45 days of installation.
  4. The rebate recipient (tenant or property owner) must be a BPUB customer. Property ownership will be verified using county tax records.
  5. There is a limit of no more than two units/ systems per address per fiscal year. (October 1 through September 30).
  6. BPUB may discontinue the program at any time. Rebates are contingent upon fund availability.

HVAC/Central Heat Pump Rebate Program Terms and Conditions:

  1. Rebates can be used to replace existing older units and for new construction.
  2. The customer is responsible for ensuring compliance with all federal, state, and local regulations regarding the installation.
  3. Five (5) ton limitations per unit.
  4. Central A/C units include split system units and self-contained (package) units.
  5. The rebate amount is based on the Air-Conditioning, Heating & Refrigeration Institute (AHRI) published efficiency ratio, the Seasonal Energy Efficiency Ratio (SEER).
  6. The evaporator coil (inside unit) and the condensing unit (outside unit) must be replaced as a matching system, as rated by the AHRI.
  7. AHRI Certificate of Product Rating Sheet is required (obtained from your contractor).
  8. A licensed air conditioning contractor must complete the installation. The Texas Air Conditioning/Refrigeration Contractor (TACL) license number must be provided on the application.
  9. A legible copy of the receipt itemizing the equipment installed, model numbers, serial numbers, installation address, and installation date is required (proposals, quotes, and letters of completion are not accepted).
  10. Installation must be verified and approved by a third-party rater. After submission verification is completed, instructions on how to schedule the rater will be provided.

HVAC/Central Heat Pump Rebate Program Instructions:

  1. Ensure you meet both Eligibility and Program Terms and Conditions.
  2. Complete the entire HVAC Residential Rebate application.
    • Option 1: Complete the Application Online (preferred method to get automatic updates).
    • Option 2: Deliver the application and supporting documents to 1425 Robinhood Drive. (No automatic updates available) Please keep a copy for your records. A/C Rebate Program application
  3. Provide a copy of the AHRI (obtained from your contractor).
  4. Provide a legible copy of the proof of purchase/receipt itemizing the equipment installed, model numbers, serial numbers, installation address, and installation date.
